حريزي، عادلساحلي، مبروك2026-05-142026-05-142025http://dspace.univ-khenchela.dz:4000/handle/123456789/11021يكتسب موضوع حوكمة القطاع الأمني أهمية عالمية، باعتباره ركيزة أساسية لاستقرار الدول خاصة دول ما بعد الصراع، أو الدول التي تشهد مرحلة تحول ديمقراطي، حيث تهدف هذه الأجندة إلى تعزيز المؤسسات الديمقراطية، وضمان عمل قوات الأمن في ظل إطار يحترم حقوق الانسان وسيادة القانون، و قد عملت العديد من المنظمات الدولية مثل الأمم المتحدة ومنظمة التعاون الاقتصادي والتنمية على تطو ير آليات إصلاح شاملة لحوكمة قطاع الأمن من أجل زيادة الشفافية والمساءلة و تعزيز الرقابة المدنية على المؤسسات الأمنية بمتتل أجهزتها. و تهدف هذه الدراسة إلى تسليط الضوء على عمليات إصلاح وحوكمة قطاع الأمن في الدول العربية بعد 2011 وبالتصوص دراسة حالة مصر، حيث تركز الدراسة على جهود الإصلاح التي بذلتها مصر من أجل حوكمة قطاعها الأمني بعد ثورة 2011 ، و تهدف إلى رصد وتحليل واقع قطاع الأمن المصري بما في ذلك هيكل القطاع وطبيعة العلاقات المدنية العسكرية، وتحلل كذلك الهيمنة المستمرة للقطاع الأمني وسيطرته على السياسة والاقتصاد والمجتمع في الدولة، إلى جانب تقييم مدى نجاح الإجراءات التي نفذتها الحكومات المتعاقبة بعد سقوط نظام مبارك.The issue of security sector governance is gaining global importance, since it is a fundamental pillar of stability in countries, especially post conflict countries, or countries undergoing a democratic transition phase, as this agenda aims to strengthen democratic institutions and ensure that security forces operate within a framework that respects human rights and the rule of law. Many international organizations, such as the United Nations and the Organization for Economic Cooperation and Development, have worked to develop comprehensive reform mechanisms for security sector governance aimed at increasing transparency and accountability and enhancing civilian oversight over the security sector and all its institutions.This study aims to shed light on the security sector reform and governance processes in Arab countries after 2011, particularly the case of Egypt. It focuses on reform efforts made by Egypt to implement governance in the security sector after the 2011 revolution, and it aims to monitor and analyze the Egyptian security sector, including its structure and the nature of civil-military relations. The study analyzes the dominance of Egypt security sector over politics, economy and society. It seeks to evaluate the success of measures implemented by the successive governments after the fall of Mubarak’s regime.otherThesis
