This thesis addresses the issue of psychotropic substances in Algerian legislation through two chapters. The first chapter focuses on their conceptual and legal framework; it defines these substances and distinguishes them from narcotics, specifying their types and characteristics. Furthermore, it analyzes the constituent elements of the offense as well as the prescribed penalties, whether for personal offenses (such as possession and consumption) or material offenses (such as trafficking and promotion). The second chapter, meanwhile, emphasizes the legislator's penal and preventative policy, highlighting the deterrent mechanisms through the substantive and procedural rules governing investigation, prosecution, and trial. The study did not neglect the therapeutic and preventative aspects, highlighting the role of rehabilitation and psychological support centers for drug addicts, as well as the role of socialization institutions (such as families, schools, and the media) in combating the spread of this phenomenon. Finally, the study concludes with a summary of the results obtained and the proposed recommendations.otherThesis
