ترقات، محمدحفظاوي، سعيدصالحي، نصيرةطرشي، ياسين2026-09-282026-09-282026-06بالة عمار، (2022)، اسهامات مدرسة كوبنهاغن في توسيع مفهوم الأمن: من الأمن العسكري إلى الأمن المجتمعي، مجلة الحقوق والحريات، المجلد 10، العدد 2.http://dspace.univ-khenchela.dz:4000/handle/123456789/11459تتناول هذه الدراسة محورية الاحترافية العسكرية للجيش الوطني الشعبي الجزائري كصمام أمان جوهري لحماية الأمن القومي، في ظل متغيرات دولية متسارعة وأزمات عالمية معقدة أعادت صياغة مفاهيم القوة. وتبرز الدراسة نجاح المؤسسة العسكرية الجزائرية في الانتقال من عقيدة دفاعية تقليدية إلى أداة استراتيجية للمقاومة، عبر بناء موارد القوة الشاملة التي ينبني عليها "الدفاع النشط" كآلية كفأة لفرض الردع العسكري المعنوي والمادي. كما تستعرض الدراسة سبل التمكين التكنولوجي وتوطين الصناعات الدفاعية لمواجهة الإكراهات الجيوسياسية والتهديدات الناشئة في الفضاء الرقمي، مؤكدة أن فعالية الردع لا تكتمل إلا بتكامل الردع الصلب مع الردع الناعم عبر بناء القوة الرمزية والقدرة على إدارة حروب هجينة وحرب رمادية. وتخلص الدراسة إلى أن احترافية الجيش هي الدرع الواقي ضد أي محاولات تخريب تقوض استقرار الدولة، مما يضمن استقلالية القرار السيادي الجزائري ودوره الريادي في حماية السلم والأمن الإقليمي والدولي.This study examines the pivotal role of military professionalism within the Algerian People's National Army as a fundamental safeguard for national security, particularly amidst rapidly evolving international dynamics and complex global crises that have redefined the concepts of power. It highlights the Algerian military establishment's successful transition from a traditional defensive doctrine to a strategic instrument of resistance, achieved by cultivating the comprehensive power resources that underpin "active defense"—an efficient mechanism for imposing both material and psychological military deterrence. Furthermore, the study explores avenues for technological empowerment and the localization of defense industries to counter geopolitical pressures and emerging threats in the digital realm. It emphasizes that effective deterrence requires the integration of "hard" and "soft" deterrence strategies, achieved by building symbolic power and developing the capacity to manage hybrid and "gray-zone" warfare. Ultimately, the study concludes that army professionalism serves as a protective shield against subversive attempts to undermine state stability, thereby ensuring the independence of Algeria’s sovereign decision-making and its leading role in upholding regional and international peace and security.otherThesis
