However, this integration presents various legal challenges that necessitate precise regulation. The current legal framework relies primarily on general provisions concerning the digitization of public services, the protection of personal data, and the regulation of electronic transactions; there is, as yet, no specific, comprehensive legislation dedicated to governing AI applications. While this existing framework has provided a baseline of safeguards—particularly regarding data protection, the promotion of transparency, and the upholding of fundamental public service principles such as continuity and equality—it remains insufficient to address the complexities introduced by AI systems. This is especially true concerning the determination of legal liability for automated decisions, the implementation of oversight mechanisms, and the protection of fundamental rights and freedoms. Consequently, there is an urgent need to develop a specialized legal framework that establishes clear rules for the use of AI in public services. This should be accompanied by the strengthening of digital governance mechanisms and the adaptation of existing laws to suit the specificities of the Algerian context, ensuring a balance between technological innovation and the protection of the established legal order.otherآثار الذكاء الاصطناعي في خدمة المرافق العامة بالجزائرThesis
