The relationship between the ICC and the UN Security Council is complex and interactive. Under Chapter VII of the UN Charter, the Security Council can refer cases to the ICC, even if the states in question are not parties to the Rome Statute. The Council can also defer ICC investigations for renewable periods of 12 months. However, the ICC remains an independent entity that does not report directly to the Security Council.
