فارس صالحيتحت إشراف الأستاذ (ة) : د. عباسي سلوى2025-10-012025-10-012025-06-17مذكرة مكملة لنيل شهادة الماستر شعبة : علم الاجتماع. تخصص : علم الاجتماع الحضريhttp://dspace.univ-khenchela.dz:4000/handle/123456789/9581ملخص الدراسة: تُسلّط هذه المذكرة الضوء على موضوع بالغ الأهمية، يتمثل في "شرطة العمران ودورها في الحد من التشوهات الحضرية"، من خلال دراسة ميدانية بمدينة خنشلة، باعتبارها نموذجًا لمدن متوسطة الحجم التي تشهد توسعًا عمرانيًا متسارعًا يفتقر أحيانًا إلى التخطيط المنهجي والرقابة الصارمة. ركزت الدراسة على مدى فعالية الأطر القانونية والتنظيمات العمرانية المعتمدة، ومدى التزام المواطنين بها، مع التطرق إلى مختلف أشكال المخالفات العمرانية التي تؤدي إلى اختلالات في النسق الحضري وفقدان الجمالية المعمارية للمدينة. كما تناولت المذكرة بالدراسة والتحليل دور الهيئات الرقابية وعلى رأسها شرطة العمران في رصد وتتبع مخالفات البناء والتعدي على الأملاك العمومية والفضاءات الحضرية، مع إبراز العراقيل والصعوبات التي تعترض عملها، مثل ضعف الإمكانيات البشرية والمادية، وتداخل الصلاحيات بين مختلف المتدخلين في قطاع التهيئة والتعمير. وقد خلصت الدراسة إلى وجود ثغرات واضحة في تطبيق النصوص القانونية والتنظيمية، إلى جانب غياب التنسيق الفعال بين المصالح المعنية، مما يُضعف من نجاعة التدخلات الرقابية ويُسهم في تفاقم ظاهرة التشوهات الحضرية. واختُتمت المذكرة بجملة من التوصيات العملية الهادفة إلى تعزيز دور شرطة العمران من خلال دعمها بالموارد اللازمة، وتحديث آليات المراقبة، وتعزيز التنسيق المؤسسي، مع التأكيد على ضرورة إشراك المجتمع المدني في عمليات التوعية والتحسيس، بغية ترسيخ ثقافة عمرانية مسؤولة ومُستدامة تضمن تحقيق التوازن بين النمو الحضري واحترام البيئة العمرانية. Summary: This dissertation addresses a highly important topic, namely "Urban Planning Police and its Role in Reducing Urban Distortions", through a field study conducted in the city of Khenchela, which serves as a model for medium-sized cities experiencing rapid urban expansion that sometimes lacks systematic planning and strict oversight. The study focused on the effectiveness of legal and urban planning regulations, as well as the extent to which citizens comply with them, while exploring various forms of urban violations that lead to disruptions in the urban landscape and the loss of architectural aesthetics. The dissertation also analyzed the role of monitoring bodies, particularly the Urban Planning Police, in detecting and following up on construction violations and encroachments on public property and urban spaces. It highlighted the obstacles and challenges faced by these entities, such as the lack of human and material resources, and overlapping responsibilities among the stakeholders in the urban planning and development sector. The study concluded that there are clear gaps in the enforcement of legal and regulatory texts, along with a lack of effective coordination among the relevant departments. This weakens the efficiency of monitoring interventions and contributes to the exacerbation of urban distortions. The dissertation ended with a set of practical recommendations aimed at enhancing the role of the Urban Planning Police by providing them with the necessary resources, modernizing monitoring mechanisms, and strengthening institutional coordination. It also emphasized the importance of involving civil society in awareness-raising efforts in order to instill a responsible and sustainable urban culture that ensures a balance between urban growth and respect for the urban environment.Thesis
