| dc.description.abstract | تناول الفصل الأول الإطار المفاهيمي للرقمنة، مستعرضاً تعريفها ومتطلباتها الإدارية والقانونية والتقنية، مع توضيح مبررات التحول الرقمي، مثل تحسين الأداء وتقليل الأخطاء. كما ركز على أثر الرقمنة في تعزيز جودة الخدمة العامة ومواجهة البيروقراطية، إلى جانب تسليط الضوء على العقبات التي قد تظهر وسبل تجاوزها. أما الفصل الثاني فقد بحث في التطبيق العملي في الجزائر من خلال عرض آليات التحديث، كالتوقيع الإلكتروني ورقمنة سجلات الحالة المدنية. كما ناقش دور الرقمنة في رفع كفاءة المرافق العامة، وتحقيق المساواة في الحصول على الخدمات، وترشيد النفقات؛ مما يبرز دورها الفعال في مكافحة الفساد الإداري وتعزيز الشفافية، وذلك تماشياً مع التشريعات الوطنية الحديثة.The first chapter addresses the conceptual framework of digitalization, examining its definition as well as its administrative, legal, and technical requirements. It outlines the rationales for digital transformation—such as performance improvement and error reduction—and explores how digitalization enhances the quality of public services and helps combat bureaucracy, while also highlighting potential obstacles and strategies to overcome them. The second chapter examines the practical implementation of digitalization in Algeria, presenting modernization mechanisms such as electronic signatures and the digitization of civil status records. It further discusses the role of digitalization in increasing the efficiency of public services, ensuring equitable access to these services, and rationalizing expenditures. In this context, it underscores the significant role of digitalization in curbing administrative corruption and fostering transparency, in alignment with recent national legislation. | |
