dc.description.abstractمنذ زمن والجماعات الإقليمية بمستوياتها المختلفة "خاصة " الجماعة القاعدية " الأداء المُقدم من قبلها يعرف تذبذب هذا ما جعلها محل انتقاد سواء من قبل السلطة المركزية أو المواطنين الذين لطالما احتجوا على ضعف " الأداء المقدم " والذي له انعكاسات سلبية على النظام الاجتماعي ، لهذا يجب إعادة النظر في منظومة الجماعات الإقليمية عموماً والبلدية خاصةً بالبحث عن أداوت من شأنها تحقيق الأهداف المرجوة وتكفل تأدية المهام المنوطة بها باحترافية ، وفي مقدمة هاته الأدوات وجوب إعادة النظر في التركيبة البشرية المُكونة للمجالس الشعبية المحلية والتي تعد أحد العوامل المؤثرة سلباً على أداء " البلديات " وعليه فاشتراط المؤهل العلمي في أعضائها أمر ضروري . Territorial collectivities of all levels, especially basic ones, have recently come under wide critic from both the central authority and citizens who protested against the poor performances the displayed so far, and which negatively impacted the functioning of the public order. For that reason, the organization of territorial collectivities system, and the municipalities in particular, should be seriously reconsidered through effective and efficient tools, susceptible to achieve the desired goals, by tackling the different tasks and duties with utmost professionalism. Which can only be achieved by imposing an academic qualification background among the would be members of municipal assemblies, from here came the idea behind
