| dc.description.abstract | يمثل مفهوم المواطنة الذكية تحولا نوعيا في الممارسة الديمقراطية المعاصرة،وتعد الإمارات العربية المتحدة من الدول العربية الرائدة في هذا المجال باحتلالها المراتب الأولى في توظيف التكنولوجيا الحديثة في صياغة ناجعة لعلاقة المواطن بدولته،فبتبنيها لنهج الحكومة الذكية تكون بذلك قد رسخت لمتانة هذه العلاقة راسمة استراتيجيات رفيعة من اجل حماية المعلومات الفردية والعامة من كل أنواع التهديدات التي من شانها أن تقوض الهدف المنشود ،فنرى في التجربة الإماراتية نموذجا يفيد تطبيقه بالنظر إلى المشتركات العديدة التي تجمع بين الدول العربية The concept of smart citizenship represent a qualitative change in democratic practice. The united Arab emirates is one of leading Arab countries in this field of occupying the first tanks in employing modern technology In an efficient formulation of the citizen relationship with his state by adopting the smart government The relation between the citizen and his state will be established following high level strategies in order to protect the personal information .
