| dc.description.abstract | تعتبر الدائرة الانتخابية المرآة التي تعكس مدى نزاهة الانتخابات، و تؤثر في نتائجها وفي رسم التركيبة السياسية للبرلمان ،لذا نالت اهتمام المشرع الجزائري سواء من حيث تحديدها ،أو من حيث الضمانات التي تمنع التلاعب بها ،لكن دورها ينتهي بالإعلان عن النتائج وإقرار الانفصال بينها وبين النواب ،مما يعني أن الدائرة الانتخابية وسيلة ولكنها ليست غاية،ولنا أن نتساءل عن فائدة التأكيد على التقسيم العادل والموضوعي لها، والحال أن نظام الاقتراع المعتمد في الجزائر يقر الانفصال بين النائب وهذه الدوائر القائم على مبدأ السيادة للأمة التي تكون فيها الوكالة اختيارية،وبالنتيجة لا داعي لتقسيم مبالغ فيه واعتماد تقسيم عادل وبسيط يفي بتنظيم جغرافي للانتخابات . The electoral district is regarded as a reflecting mirror of the extent of integrity of elections. It also affects their results and representation of the political composition of the parliament. Therefore, it gained the attention of the Algerian legislator, both in terms of delineating it and in terms of guarantees that prevent its manipulation. Nevertheless, its role ends with the announcement of results and the approval of its separation from the representatives, which means that the electoral district is a means to an endand not an end itself .Hence, one can enquire about the benefit of emphasizing a fair and impartial division of it .The current situation is that the voting system adopted in Algeria recognizes the separation between deputies and these districts based on the principle of sovereignty for the nation in which agency is optional. As a result, an exaggerated division would be unnecessary, which calls for the adoption of a fair and simple division that meets a geographic organization of the elections. | |
