Abstract
تناولت هذه المذكرة تحليل استخدام روسيا للطاقة كأداة استراتيجية في علاقاتها مع الاتحاد الأوروبي، لا سيما في سياق الانقلابات الجيوسياسية التي أثارتها الحرب في أوكرانيا. بعد وصول فلاديمير بوتين إلى السلطة، أصبحت الطاقة عنصرا مركزيا في التفاعلات الثنائية، حيث تطاولت روسيا من خلال الاعتماد على أوروبا في النفط والغاز لتعزيز أهدافها الجيوسياسية. ويتجلى ذلك في أزمات الطاقة المتكررة التي تؤثر على أوكرانيا وبيلاروسيا، حيث استخدمت روسيا انقباضات الغاز كأقل ضغط، مما أدى إلى تداعيات خطيرة على أمن الطاقة في الاتحاد الأوروبي. ومع تصاعد الصراع في أوكرانيا، تشكل الأزمة النشطة تهديدا استراتيجيا، يحرض الاتحاد الأوروبي على تقييم سياساته النشطة بعمق. رداً على ذلك، يسعى الاتحاد إلى تنويع مصادر الطاقة وتقليل الاعتماد على الاعتمادات الروسية من خلال وضع استراتيجيات بديلة لضمان أمن الطاقة على المدى الطويل.
This analysis of the use of energy by Russia as a strategy in its relations with the European Union, noting in the context of geopolitics provided by the declenchement of the guerre in Ukraine. Due to the arrival of Vladimir Poutine, energy has developed a central element in bilateral interactions, the Russian Federation part of Europe's dependence on petrol and gas to promote geopolitical objects. This is most likely caused by energy crises that occur in Ukraine and Belorussia, or in Russia, which use gas coupures as they cause pressure, which can cause serious damage to the UE energy security system. Since the collapse of the conflict in Ukraine, the energy crisis is to develop a basic strategy, and the UE is quickly revalued in these energy policies. In response, the Union seeks to diversify energy sources and reduce the need for advanced applications to work on alternative strategies to ensure long-term energy security.
