Abstract
إن الانتهاكات الدائمة لحقوق الإنسان في مختلف مناطق العالم، حتم على المجموعة الدولية السعي وراء إنشاء جهاز قضائي دولي يعاقب الأشخاص المتسببين في التعدي عليها، وكان ذلك عندما أقرت الدول في مؤتمر روما سنة 1998 بإنشاء محكمة جنائية دولية يكون لها الاختصاص بالنظر في الجرائم الإنسانية وكيفية متابعة ومعاقبة الأشخاص المتسببين فيها.
The permanent violations of human rights in various regions of the world made it necessary for the international community to seek to establish an international judicial body that would punish the people responsible for violating them. This was when the countries approved at the Rome Conference in 1998 the establishment of an international criminal court that would have jurisdiction to look into humanitarian crimes and how to follow up on them. And punish the people who caused it.
