| dc.description.abstract | هذه الدراسة تهدف إلى تسليط الضوء على أسلوب جديد يدرج ضمن الأساليب المنتهجة في إطار حماية النظام العام و الذي يعتبر غير مألوف في هذا الميدان ، ألا وهو "العمران " حيث هذا الأخير يراد من خلاله حماية النظام العام لفترات طويلة وبتكاليف قليلة وصولاً لعدم المساس بحريات الأفراد على عكس الأسلوب التقليدي المعروف بالضبط الإداري . هذا كله في الدراسة المعنونة ب " العمران و مسألة النظام العام " حيث ركزنا في ا لدراسة على وضع الجزائر من خلال آلية مخططات التهيئة والتعمير التي يعول عليها لتحقيق الأمن وصولاً للتنمية في كافة الأصعدة و التي تساوى ضمان حماية ناجعة للنظام العام . This study aims to shed light on a new method that is included among the methods used within the framework of protecting public order and which is considered uncommon in this field, namely “urbanization,” whereby the latter is intended to protect public order for long periods and at low costs in order not to infringe on the freedoms of individuals. In contrast to the traditional method known as administrative control. This is all in the study entitled “Urbanism and the Issue of Public Order,” where we focused in the study on the situation of Algeria through the mechanism of development and reconstruction plans that are reliable to achieve security and development at all levels, which is equivalent to ensuring effective protection of public order. | |
