Abstract
إن التهيئة العمرانية نشأة أولًا كممارسة ميدانية، شرعت فيها الدول الغربية لتصحيح الاختلالات التنمية على مستوى أقاليم بعض أقطارها، ثم تطورت بعد ذلك إلى فكر يدرس في مختلف الجامعات والمدارس العليا المتخصصة. حيث أن التهيئة العمرانية ليست هي التعمير لكنهما متداخلين إلى درجة الارتباط العضوي، فكلاهما من فروع القانون الإداري. لقد عرفت أقاليم الجزائر اختلالات نتيجة اعتمادها لسياسات التنمية المكانية غير العادلة تولدت عنها حركة سكانية كبيرة، غير أنه تم تصحيح بعض من هذه الوضعيات، بالأخص بعد تبني قانون 01-20 المؤرخ في 12/12/2001 المتعلق بتهيئة الإقليم وتنميته المستدامة.
Urban development first emerged as a field practice, in which Western countries set out to correct development imbalances at the level of the regions of some of their countries, and then developed into an idea taught in various universities and specialized higher schools. Since urban development is not the
same as urbanization, but they are intertwined to the degree of organic linkage, so both are branches of administrative law. The regions of Algeria have known
imbalances as a result of their adoption of unfair spatial development policies that generated a large population movement, but some of these situations were corrected, especially after the adoption of Law 01-20 of 12/12/2001 related to the preparation and sustainable development of the region
