Abstract
تناول هذا العمل التعريف بتنمية المحلية والجماعات المحلية والصعوبات والعراقيل التي تتواجه هما ، محاولين معرفة الأسباب التي تمنع وصول فوائد التنمية المحلية لكل الإمكان الواقع الحالي لمستوى التنمية المحلية يتطلب المزيد من العمل لتغيير هذا الواقع وأكدنا إن الإطار النظري والعملي في تطور ويمكن الاستفادة منه ، المقومات التنموية موجودة وهي حافز قوي لدفع التنمية سواء في جانبها التنظيمي أو البشري ، الدراسة بينت إن الواقع التنموي للجماعات المحلية يشهد تخلفا تارة مرتبط بأسباب بشرية ومادية وتارة مرتبط بعدم كفاية الموارد المالية.
