| dc.description.abstract | يعتبر موضوع الطاقات المتجددة حديث الساعة ليس في الجزائر فحسب بل في كل الدول، على اعتبار أنها أصبحت العمود الفقري للاقتصاد العالمي والوطني على حد سواء. وقد امتلكت الطاقات المتجددة كطاقة الرياح والطاقة الشمسية على هاته المكانة لكونها صديقة للبيئة ولا تتطلب تكاليف ثقيلة على ميزانية الدول، ولا تترك تلوث بيئي على عكس الطاقات التقليدية كالغاز والفحم الملوثة للبيئة ولهذا فقد أصبح التحول الطاقوي مطلبا عالميا لا غنى عنه لتحقيق الأمن الطاقوي وحماية البيئة من جهة ولتحقيق أبعاد التنمية المستدامة من جهة أخرى، وهذا ما يتطلب مجهودات كبيرة من قبل الدول والحكومات، لتحقيق هذا المقصد تلبية لحاجات أجيال المستقبل. والجزائر واحدة من تلك الدول التي تبنت هذا الخيار الاستراتيجي والسؤال المطروح: ما هو تعريف التحول الطاقوي وماهي دوافعه؟ وما إطاره التشريعي وأهم اليات تحقيقه؟Renewable energy is a hot topic not only in Algeria, but in all countries, as it has become the backbone of the global and national economy alike. Renewable energies such as wind and solar energy have achieved this status because they are environmentally friendly and do not impose heavy costs on national budgets, nor do they leave behind environmental pollution, unlike traditional energies such as gas and coal, which pollute the environment. Therefore, the energy transition has become an indispensable global requirement to achieve energy security and environmental protection on the one hand, and to achieve the dimensions of sustainable development on the other. This requires significant efforts from countries and governments to achieve this goal and meet the needs of future generations. Algeria is one of those countries that has adopted this strategic choice. The question that arises is: What is the definition of energy transition and what are its motivations? What is its legislative framework and the most important mechanisms for achieving it? | |
