Abstract
تهدف هذه الدراسة إلى تسليط الضوء على المرصد الوطني للمجتمع المدني، وهو أحد الهيئات الإدارية الاستشارية الحديثة التأسيس في الجزائر عقب التعديل الدستوري لعام 2020. وقد حُددت مهامه وتكوينه وعمله وتنظيمه بموجب المرسوم الرئاسي رقم 139-21، الصادر في 12 أبريل/نيسان 2021، والمُعدَّل والمُكمَّل بالمرسوم الرئاسي رقم 349-23. ويُمثل المرصد إطارًا للحوار والتشاور وتقديم المقترحات في جميع المسائل المتعلقة بالمجتمع المدني. كما يُسهم في تعزيز دور المجتمع المدني، وتعزيز القيم الوطنية والمستدامة، والممارسات الديمقراطية التشاركية، وقيم المواطنة.This study aims to shed light on the National Observatory of Civil Society, a newly established administrative advisory body in Algeria following the 2020 constitutional amendment. Its mission, composition, work, and organization were defined by Presidential Decree No. 139-21, issued on April 12, 2021, as amended and supplemented by Presidential Decree No. 349-23. The Observatory serves as a framework for dialogue, consultation, and the submission of proposals on all matters related to civil society. It also contributes to strengthening the role of civil society and promoting national and sustainable values, participatory democratic practices, and the values of citizenship.
