dc.description.abstractملخص تتناول هذه الدراسة مشكلات التهيئة الحضرية في مدينة خنشلة، من خلال دراسة ميدانية لحي ديكا كنموذج يعكس التحديات التي تواجهها الأحياء الحضرية في الجزائر. تهدف الدراسة إلى تشخيص واقع التهيئة العمرانية، ورصد النقائص على مستوى البنية التحتية والخدمات، مع تحليل الأسباب والعوامل الاجتماعية، الاقتصادية، والمؤسساتية التي ساهمت في تفاقم هذه المشكلات. وقد اعتمدنا على المنهج الوصفي التحليلي، مدعمًا بأدوات البحث الميداني كالمقابلة والاستبيان، للوصول إلى نتائج دقيقة وموضوعية. توصلت الدراسة إلى أن حي ديكا يعاني من غياب تخطيط حضري محكم، وتداخل صلاحيات الجهات المسؤولة، فضلاً عن ضعف مشاركة السكان في صنع القرار. وخلصت إلى ضرورة إعادة النظر في سياسات التهيئة، وتفعيل آليات المشاركة المحلية لضمان تنمية حضرية مستدامة وشاملة Abstract : This study addresses the challenges of urban planning in the city of Khenchela, with a field investigation focusing on the Deka neighborhood as a representative case of the difficulties faced by Algerian urban areas. The main objective is to assess the current state of urban development, highlight infrastructure and service deficiencies, and analyze the social, economic, and institutional factors contributing to these issues. The study adopts a descriptive-analytical approach supported by field tools such as interviews and questionnaires to ensure accurate and objective results. The findings reveal that Deka suffers from a lack of effective urban planning, overlapping administrative responsibilities, and limited citizen participation in decision-making processes. The study recommends a revision of urban planning policies and the promotion of local participation to achieve sustainable and inclusive urban development.
