Abstract
الملخص : تعالج هذه الدراسة وظيفة الجامعة الجزائرية في خدمة المجتمع، وتعني وظيفة خدمة المجتمع تقديم
الخدمات ونقل خبرات الجامعة لفائدة أفراد المجتمع ومؤسساته، زيادة على مهامها في التدريس والبحث
وتشمل هذه الخدمات: التكوين المتواصل، الاستشارات، البحوث التطبيقية، تنظيم الملتقيات الدراسية
لصالح أفراد المجتمع ومؤسساته، وضع تحت التصرف لمرافق الجامعة من أجل نشاط علمي، ثقافي،
مهني... وتدور إشكالية الدراسة حول تساؤل رئيس:
ما مدى تجسيد الجامعة الجزائرية لوظيفة خدمة المجتمع؟
وتتفرع عنه التساؤلات التالية:
- ما مدى اهتمام إصلاحات التعليم العالي والخطاب الرسمي بوظيفة الجامعة الجزائرية في خدمة
المجتمع؟
- ما مدى اهتمام النصوص القانونية الناظمة لمهام الجامعة الجزائرية بوظيفة خدمة المجتمع؟
- ما مدى اهتمام الاتفاقيات الاطارية المبرمة بين وزارة التعليم العالي والبحث العلمي ومختلف
القطاعات الوزارية بوظيفة الجامعة الجزائرية في خدمة المجتمع؟
- ما هي مجالات خدمة المجتمع بجامعة خنشلة؟
- ما مدى قيام الأستاذ الباحث كفاعل أساسي في الجامعة بوظيفة خدمة المجتمع؟
- ماهي أهم المعوقات الوظيفية لوظيفة الجامعة الجزائرية في خدمة المجتمع؟
- ما هو التصور المقترح لتفعيل وظيفة الجامعة الجزائرية في خدمة المجتمع؟
وبناء على هذه تم طرح فرضية وصفية، تحليلية وتفسيرية، اتجهنا إلى أن تكون عامة وشاملة لعناصر
موضوع الدراسة وأبعاده.
فكانت صياغتها على النحو الآتي:
يوجد قصور في وظيفة الجامعة الجزائرية في خدمة المجتمع.
وتم تحليل هذه الفرضية إلى المؤشرات التالية:
- ضعف اهتمام إصلاحات التعليم العالي والخطاب الرسمي بوظيفة الجامعة الجزائرية في خدمة
المجتمع.
- النصوص القانونية الناظمة لمهام الجامعة الجزائرية تغيب وظيفة خدمة المجتمع.
- الاتفاقيات الاطارية المبرمة بين وزارة التعليم العالي والبحث العلمي ومختلف القطاعات الوزارية
تغيب وظيفة الجامعة الجزائرية في خدمة المجتمع..
- مجالات خدمة المجتمع بجامعة خنشلة ترتبط بعلاقتها مع المحيط الاجتماعي والاقتصادي.
- أداء الأستاذ الباحث بجامعة خنشلة لوظيفة خدمة المجتمع ضعيف.
- توجد معوقات وظيفية لوظيفة الجامعة الجزائرية في خدمة المجتمع.
تنتمي الدراسة إلى طائفة البحوث الوصفية التي تستهدف وصف وتشخيص وظيفة الجامعة الجزائرية في
خدمة المجتمع، بالاعتماد على المسح الاجتماعي، وتحليل المحتوى المواضعي.
تتمثل الحدود المكانية للدراسة في جامعة عباس لغرور خنشلة ( الجزائر).
جرت الدراسة الميدانية خلال السنة الجامعية: 2022/ 2023

أما مجتمع البحث المستهدف بالدراسة يتمثل في الأساتذة الباحثين الدائمين والذين هم في حالة نشاط
فعلي للسنة الجامعية 2022/2023، بجامعة عباس لغرور خنشلة، وعددهم 690 أستاذ، وقد اعتمدت
الدراسة على أسلوب الحصر الشامل لجمع البيانات من جميع المفردات التي تشكل مجتمع البحث.
تم استخدام الاستمارة كأداة أساسية لجمع البيانات الميدانية من مجتمع البحث.
تم الاعتماد على المقابلة مع المسؤولين بالجامعة ( مدير الجامعة، نواب المدير، عمداء الكليات، مدراء
المخابر، المسؤولين على الهيئات والمصالح على مستوى الجامعة ذات الصلة بوظيفة الجامعة في خدمة
المجتمع )، الوثائق والسجلات ( نصوص قانونية، اتفاقيات، مراسلات، بطاقات تقنية...)، الملاحظة.
توصلت الدراسة إلى النتائج التالية:
- تظهر إصلاحات التعليم العالي والخطاب الرسمي اهتماما بوظيفة الجامعة الجزائرية في خدمة
المجتمع.
- النصوص القانونية الناظمة لمهام الجامعة الجزائرية لم تغيب وظيفة خدمة المجتمع.
- الاتفاقيات الاطارية المبرمة بين وزارة التعليم العالي والبحث العلمي ومختلف القطاعات الوزارية لم
تغيب وظيفة الجامعة الجزائرية في خدمة المجتمع.
- مجالات خدمة المجتمع بجامعة خنشلة ترتبط بعلاقتها مع المحيط الاجتماعي والاقتصادي.
- أداء الأستاذ الباحث بجامعة خنشلة لوظيفة خدمة المجتمع ضعيف.
- توجد معوقات وظيفية (داخلية وخارجية) لوظيفة الجامعة الجزائرية في خدمة المجتمع.
وبهذا نصل إلى نتيجة مفادها:
يوجد قصور في وظيفة الجامعة الجزائرية في خدمة المجتمع على مستوى المأسسة والممارسة.
- مقترح أفراد مجتمع البحث لتفعيل وظيفة الجامعة في خدمة المجتمع، والمسؤولين بالجامعة يقوم على
مجموعة من المقترحات أهمها:
- عقد اتفاقيات بين الجامعة والمؤسسات وتفعيلها
- تحفيز الأستاذ الجامعي نظير أدائه لوظيفة خدمة المجتمع.
- تعزيز الشراكة والتواصل بين الجامعة وقطاع التشغيل
- تعزيز التكوين المستمر مدى الحياة .
- تعزيز الثقة بين الجامعة ومؤسسات المجتمع.
- وضع قوانين وتشريعات ملزمة للتعاون بين الجامعة ومؤسسات المجتمع.
- القيام بدراسات علمية لتوفير معطيات حول احتياجات المجتمع.
- تعيين خبراء من الجامعة في المجالس الإدارية للمؤسسات، وتعيين خبراء من مختلف القطاعات في
مجالس الجامعة.
وفي الأخير على الجامعة أن تستجيب لحاجات مجتمعها بتقديم الخدمات اللازمة لأفراده وجماعاته
ومؤسساته بما يتناسب ووظيفتيها في التدريس والبحث، ولها الحق في اتخاذ القرار بنفسها فيما يتعلق
بأسلوب الخدمات التي تقدمها لمجتمعها حماية لها وضمانا لاستقلالها.
Abstract :
This study explores the role of Algerian university in community service, which involves
offering various services and sharing academic expertise with individuals and institutions.
Beyond their primary functions of teaching and research, universities contribute to society
through several initiatives. These initiatives encompass continuing education programs,
consultancy services, applied research, and the organization of academic conferences
tailored to the needs of both individuals and institutions. Moreover, university facilities are
made accessible for scientific, cultural, and professional activities.
The study is guided by a fundamental research question:
To what extent does the Algerian university fulfill its function in serving the
community?
From this main question, the following sub-questions emerge:
To what extent do higher education reforms and official discourse emphasize the
function of Algerian university in serving the community?
To what extent do the legal texts governing the functions of Algerian university
emphasize the function of community service?
To what extent do the framework agreements established between the Ministry of
Higher Education and Scientific Research and various ministerial sectors address the
role of Algerian university in serving the community?
What are the areas of community service at Khenchela University?
To what extent does the researcher-professor, as a primary actor in the university,
fulfill the role of community service?
What are the main functional obstacles to the function of Algerian university in
serving the community?
What is the proposed vision for enhancing the function of Algerian university in
serving the community?
Based on this, a descriptive, analytical, and explanatory hypothesis was proposed, aiming
to be general and comprehensive of the study’s elements and dimensions. It was formulated
as follows:
There is a deficiency in the function of Algerian university in serving the community.
This hypothesis was analyzed through the following indicators:
The lack of focus in higher education reforms and official discourse on the function
of Algerian university in serving the community.
The legal texts governing the functions of Algerian university neglect the function of
community service.
The framework agreements between the Ministry of Higher Education and Scientific
Research and various ministerial sectors neglect the function of Algerian university
in serving the community.
The areas of community service at Khenchela University are linked to its relationship
with the social and economic environment.
The performance of the researcher-professor at Khenchela University in fulfilling the
function of community service is weak.
There are functional obstacles to the role of Algerian university in serving the
community.
This study falls under the category of descriptive research, with the goal of describing
and diagnosing the role of Algerian university in serving the community, using social
surveys and thematic content analysis. The study is geographically focused on Abbas
Laghrour University of Khenchela(Algeria). The fieldwork for the study took place during
the academic year 2022/2023.
The target population of the study consists Permanents researcher-professors who were
actually active during the academic year 2022/2023 at Abbas Laghrour University of
Khenchela, totaling 690 professors. The study employed a comprehensive census method to
collect data from all individuals within the research population.
The questionnaire was used as the primary tool for gathering field data from the research
community.
The study relied on interviews with university officials (University President, Vice
Presidents, Deans of Faculties, Laboratory Directors, and those in charge of departments
and services related to the university’s role in serving the community), as well as documents
and records (legal texts, agreements, correspondence, technical sheets, etc.), and
observations.
The study reached the following findings:
Higher education reforms and official discourse show attention to the function of
Algerian university in serving the community.
The legal texts governing the functions of Algerian university do not neglect the
function of community service.
The framework agreements between the Ministry of Higher Education and Scientific
Research and various ministerial sectors do not neglect the function of Algerian
university in serving the community.
The areas of community service at Khenchela University are linked to its relationship
with the social and economic environment.
The performance of the researcher-professor at Khenchela University in fulfilling the
function of community service is weak.
There are functional obstacles (both internal and external) to the function of Algerian
university in serving the community.
Thus, we reach the conclusion that:
There is a deficiency in the function of Algerian university in serving the community in
terms of institutionalization and practice.
- The suggestions from the research community and university officials to enhance the
role of the university in serving the community are based on a set of proposals, the most
important of which include:
Establishing and activating agreements between the university and various
institutions.
Encouraging university professors for their performance in the role of community
service.
Strengthening the partnership and communication between the university and the
employment sector.
Strengthening lifelong continuing education.
Enhancing trust between the university and community institutions.
Establishing laws and regulations that mandate collaboration between the university
and community institutions.
Conducting scientific studies to provide data on the needs of the community.
Appointing university experts to the administrative boards of institutions, and
appointing experts from various sectors to the university councils.
Finally, the university must respond to the needs of its community by providing the
necessary services to its individuals, groups, and institutions in a manner that aligns with its
functions in teaching and research. It also has the right to make independent decisions
regarding the methods of services it offers to its community, ensuring its protection and
guaranteeing its autonomy
