| dc.description.abstract | تهدف سلطات الضبط الاقتصادي الى تنظيم الأسواق وضمان التوازن بين حرية المبادرة الاقتصادية ومتطلبات المصلحة العامة، وقد انشات كهيئات مستقلة لمرافقة التحول في دورالدولة من متدخل مباشر الى منظم، وتمارس صلاحيات تنظيمية رقابية واستشارية إضافة الى اختصاصات شبه قضائية تتعلق بتسوية النزاعات وفرض الجزاءات. رغم استقلالها تبقى خاضعة للرقابة القضائية والإدارية ,مما يعزز شفافيتها وفعالية تدخلها في ضبط الأنشطة الاقتصادية الحساسة، وتبين هذه الدراسة ان هذه السلطات تعد فاعلا محوريا في دعم الدولة وتأطير السوق وفق مبادئ المنافسة والمشروعيةEconomic regulatory authorities aim to regulate markets and ensure a balance between freedom of economic initiative and the requirements of the public interest. They were established as independent bodies to accompany the state's shift from a direct intervener to a regulator. They exercise regulatory, supervisory, and advisory powers, in addition to quasi-judicial powers related to dispute resolution and the imposition of penalties. Despite their independence, they remain subject to judicial and administrative oversight, which enhances their transparency and the effectiveness of their intervention in regulating sensitive economic activities. This study demonstrates that these authorities are a pivotal player in supporting the state and framing the market according to the principles of competition and legitimacy. | |
