Abstract
Résumé : A l’aube de ce 21 siècle, de nouveaux intérêts se sont manifestés peu à peu dans les préoccupations et orientations de l’Algérie, exprimant la volonté de l’état de préserver l’environnement et d’engager une démarche du développement durable.Constantine, capitale de l’Est algérien, s'est vue dotée de projets lesquels devaient contribuer au renforcement des
fonctions métropolitaines, et d’intégrer la dimension environnementale dans son développement. Cependant, force est de constater que les actions engagées ne reflètent pas un caractère de cohérence et de coordination et que les objectifs assignés à cette entreprise n’ont pas été atteint. Quels changements réels devrait-on apporter pour assurer un ancrage territorial des principes d’un développement durable ?
Le présent travail, qui s’inscrit dans le cadre d’une recherche prospective plus large, tend d’abord à émettre un constat autour de la réalité environnementale de la ville de Constantine. Pour s’appuyer, ensuite, sur une démarche empirique utilisant la méthode prospective Delphi, afin d’interroger les facteurs relatifs aux préoccupations environnementales et l’éventuelle application d’un développement durable à Constantine.
La recherche a démontré que la situation environnementale à Constantine a été considérée comme désavantageuse, malgré certaines actions timides engagées.Il serait loisible de faire un
retour à certaines pratiques anciennes voire ancestrales car Constantine était auparavant une ville durable qui avait une grande capacité d’adaptabilité et possède des propriétés intrinsèques qui ont toujours fait d’elle une ville résiliente.
Abstract : At the dawn of the 21st century, new interests have graduallyemerged in Algeria'spreoccupations and orientations, expressing the State'sdesire to preserve the environment and embark on a sustainabledevelopmentapproach. Constantine, the capital of eastern Algeria, has been given a number of projectsthatshould help to strengthenitsmetropolitanfunctions and integrate the environmental dimension intoitsdevelopment. However, it has to besaidthat the actions undertaken do not reflect a coherent and coordinatedapproach, and that the objectives assigned to thisundertaking have not been achieved. What real changes shouldbe made to ensurethat the principles of sustainabledevelopment are firmlyrooted in the territory?This study, whichis part of a wider prospective researchproject, aimsfirstly to draw up a report on the environmental situation in the city of Constantine. It isthenbased on an empiricalapproachusing the Delphi prospective method, in order to examine the factorsrelating to environmentalconcerns and the possible application of sustainabledevelopment in Constantine. The researchshowedthat the environmental situation in Constantine wasconsidered to bedisadvantageous, despitesometimid actions beingtaken. It wouldbe possible to return to certain old, even ancestral, practices, as Constantine used to be a sustainable city with a greatcapacity for adaptability and possessingintrinsicpropertiesthat have always made it a resilient city.
