Abstract
الملخص : تهدف هذه الدراسة إلى الكشف عن دور منظمات المجتمع المدني في تعزيز المواطنة، من خلال تحليل ميداني لواقع هذه المنظمات وطبيعة تفاعلها مع مختلف الفاعلين في المجتمع. وقد انطلقت الدراسة من إشكالية مفادها: ما ه والدور الذي تلعبه منظمات المجتمع المدني في تعزيز المواطنة؟، واعتمدت فرضية عامة مؤداها أن لمنظمات المجتمع المدني دورًا محوريًا في ترسيخ المواطنة داخل المجتمع. كما تم اشتقاق فرضيتين جزئيتين، الأولى مفادها أن التنسيق بين منظمات المجتمع المدني والجهات الرسمية يساهم في توسيع نطاق تأثير هذه المنظمات في ترسيخ قيم المواطنة، أما الثانية فترى أن توافر التمويل المستدام والتدريب يسهم في تعزيز قدرة منظمات المجتمع المدني على أداء أدوارها في هذا المجال. وقد تم اعتماد المنهج الوصفي، فيما استُخدمت المقابلة كأداة أساسية لجمع البيانات بحيث أجريت مع 12 من لجان الاحياء في بلدية خنشلة، وذلك انطلاقًا من عينة قصدية. واستند الباحث في تحليل الظاهرة إلى مجموعة من المؤشرات التنظيمية والواقعية التي رُصدت خلال العمل الميداني. وقد أظهرت نتائج الدراسة وجود ضعف في الوعي البيئي والمشاركة المجتمعية، إلى جانب تحديات تنظيمية ومالية تعيق فاعلية أداء المنظمات، كما تبين أن طبيعة العلاقة مع السلطات المحلية تؤثر بشكل مباشر في نجاعة تدخلاتها. وخلصت الدراسة إلى أهمية الشراكات المحلية في توسيع قاعدة العمل المدني، مع تسجيل تطور تدريجي في الوعي المجتمعي بمفهوم المواطنة. وانتهت إلى أن تعزيز المواطنة يتطلب دعمًا مؤسساتيًا واضحًا، إضافة إلى تطوير قدرات منظمات المجتمع المدني من خلال التمويل، التكوين، وتوسيع آفاق الشراكة مع مختلف الفاعلين، بما يكفل فعالية أكبر في الاستجابة للتحديات المجتمعية
Abstract :
This study aims to uncover the role of civil society organizations in promoting citizenship by conducting a field analysis of the current state of these organizations and the nature of their interaction with various actors in society The study is based on the central research problem which is to understand the role that civil society organizations play in promoting citizenship A general hypothesis was adopted stating that civil society organizations play a pivotal role in establishing citizenship within society and two subhypotheses were derived the first suggests that coordination between civil society organizations and official authorities contributes to expanding the impact of these organizations in promoting citizenship values while the second holds that sustainable funding and training enhance the ability of civil society organizations to perform their roles in this domain The study relied on the descriptive method using interviews as the primary tool for data collection which were conducted with twelve neighborhood committees in the municipality of Khenchela based on a purposive sample The researcher analyzed the phenomenon using a set of organizational and practical indicators observed during the fieldwork and the results revealed a weakness in environmental awareness and community participation along with organizational and financial challenges that hinder the effectiveness of these organizations It was also found that the nature of the relationship with local authorities has a direct impact on the efficiency of their interventions The study concluded that local partnerships are essential for expanding the scope of civil society work and noted a gradual development in societal awareness of the concept of citizenship emphasizing that promoting citizenship requires clear institutional support as well as enhancing the capacities of civil society organizations through funding training and expanding partnerships with various actors to ensure greater effectiveness in addressing societal challenges
