dc.description.abstractملخص : تعالج هذه المذكرة المساهمة الفعلية أو الدور الذي تلعبه الجباية المحلية في تغطية العجز المالي للجماعات المحلية، فكل الدول بما فيها الجزائرتعتبر الجباية المحلية مصدر من مصادر تمويل مالية بلدياتها، وركيزة أساسية للاستقلال المالي لها، الذي يمكنها من تعبئة مواردها المالية المحلية لتغطية نفقاتها، وبالتالي تحقيق الاهداف التي وجدت من أجلها سواء كانتتلك الاهداف اجتماعية أو اقتصادية أو سياسية . فقد اعتمدت هذه الدراسة في جزئها الاول على التحليل النظري لكل من الجباية المحلية وميزانية الجماعات المحلية، أما في الجزء الثاني تم تحليل موضوع الدراسة تحليلا تطبيقيا ببلدية بابار خلال الفترة بحيث تم التوصل إلى أن الجباية المحلية لا توفر التغطية المالية الكافية لعجز البلدية , بل 2021 2018 تعتمد على موارد مالية متأتية من الدولة و الصندوق المشترك للجماعات المحلية في شك إعانات تقوم بسد هذا العجز . Abstract: This thesis addresses the actual contribution or role played by local taxation in covering the financial deficit of local communities. All countries, including Algeria, consider local taxation as a source of financial funding for their municipalities and a fundamental pillar of their financial independence. This enables them to mobilize their local financial resources to cover their expenses and, consequently, achieve the goals set, whether they are social, economic, or political. This study relied, in its first part, on theoretical analysis of both local taxation and local community budgets. In the second part, an applied analysis of the study's subject was conducted in the municipality of "Babar" during the period (2018-2021). It was found that local taxation does not provide sufficient financial resources from the state and the joint fun for local communities in the form of grants to bridge this gap.
