Abstract
يعد موضوع الجماعات الاقليمية من المواضيع التي تحظى بأهمية كبيرة سواءا على لمستوى الرسمي أو الجماهيري وهذا نظير الأدوار الهامة التي تقوم بها هذه الجماعات علي المستوى المحلي,كما أن الحديث عن البلدية والولاية قد كثر في الوقت الحالي بهدف إخراجها من الوضع الذي تعيشه إلى أوضاع أخرى تسهم فيها بشكل أساسي في مسألة صناعة التنمية على المستوى المحلي وربطها بالتنمية الوطنية الشاملة وصولا إلى فكرة تجويد أداء هذه الجماعات.
غير أن وضع الجماعات الاقليمية في الجزائر يعتبر غير صحي نتيجة عوامل عدة لعل أبرزها القيد الرقابي الكلاسيكي والمتمثل في *الرقابة الإدارية* خاصة في شقها المتعلق بالرقابة على الأعمال المتخذة من قبل هذه الجماعات , التي تهم أهم عائق في عملية إصلاح منظومات الجماعات الإقليمية حيث يعرف النموذج الجزائري العديد من الأعور والمثالب التي تحتاج إلى عملية مراجعة شاملة سواءا في الشق التشريعي ,الاقتصادي,وصولا إلى العنصر البشري المكون لهذه الجماعات (منتخبين ,معينين) وهذا عبر تمحيص بعض التجارب الدولية في هذا المجال وتكييفها مع واقع وضع الجزائر كل هذا سيكون محل الدراسة الموسومة بعنوان :الرقابة الإدارية على أعمال الجماعات الإقليمية في الجزائر.
The topic of " territorial groups" is considered one of the topics of great importance, whether on the official or public level, and this is because of the important roles that these groups play at the local level, and there has been a lot of talk about the municipality and the state at the present time with the aim of removing them from the situation in which they are living into situations. Others contribute mainly to the issue of the development industry at the local level and linking it to the comprehensive national development and up to the idea of improving the performance of these groups.
However, the situation of territorial groups in Algeria is considered unhealthy as a result of several factors, perhaps the most prominent of which is the classic control restriction represented in "administrative control", especially with regard to monitoring the work of these groups. This is the most important obstacle in the process of reforming the system of territorial groups, as the Algerian model is known as having many flaws that require a comprehensive review process, whether in the legislative or economic aspect, up to the human component that constitutes these groups (elected, appointed), and this is through examining some international experiences in this field and adapting them to the Algerian reality. All this will be the subject of our study. Titled: "Administrative control over the actions of territorial groups in Algeria".
