Abstract
الملخص : اتخذنا من موظفي الولایة مجال بحث لدراستنا هذه الموسومة بعنوان دور التكنولوجیا الحدیثة في الاتصال الرسمي، و من اجل معالجة هذا الموضوع و التعمق فیه انطلقنا من تساؤل رئیسي یتمثل في: ما هو الدور الذي تلعبه التكنولوجیا الحدیثة في الاتصال الرسمي بین موظفي ولایة خنشلة ؟ و لكي نتمكن من الاحاطة بجوانب هذا التساؤل اتبعناه بتساؤلات فرعیة كل منها یفیدنا في نقاط اساسیة تتعلق باعتماد افراد العینة على هذه الوسائل التكنولوجیة في اتصالهم الرسمي و وضع مخططات تنظیم العمل الإداري والتساؤل الثاني حول مدى حضور التكنولوجیا الحدیثة في التنسیق الإداري بین موظفي الولایة ثم تطرقنا للاعتماد على هذه التكنولوجیا كوسیلة للرقابة الإداریة و في الاخیر المعوقات و العراقیل التي تواجه التكنولوجیا الحدیثة كوسیلة للاتصال الرسمي بین موظفي الولایة.
و للوصول إلى هذه الاهداف اعتمدنا على المنهج الوصفي التحلیلي كونه الملائم لمثل هذه الدراسات اذ یساعد على وصف الظاهرة بمختلف جوانبها و تحلیل و تفسیر النتائج المتوصل الیها. و
من اجل ذلك قمنا باختیار عینة دراسة تمثل نسبة 15 % من مجتمع البحث الكلي البالغ 411
موظف.هذا و قد استعنا بالملاحظة كوسیلة اولیة لجمع البیانات اللازمة لهذا البحث ثم استمارة الاستبیان كوسیلة رئیسیة مقسمة على خمسة محاور اساسیة ، توصلنا إلى ان الوسائل التكنولوجیة
الحدیثة تستخدم في الاتصال الرسمي بین موظفي ولایة خنشلة بنسبة 100 %و هذا راجع لما تحققه من ممیزات للتنسیق اللازم و سرعة آداء المهام و من جهة اخرى تساعد في وضع خطط مرنة
للتنظیم الإداري اذ تسعى مصالح الولایة إلى نشر هذه الوسائل على جمیع المكاتب وفق ما تملیه الضرورة، هذا و بینت الدراسة ان هذه الوسائل تستخدم للرقابة و متابعة العمل و تقییم الموظفین ایضا
، فیما سجل نقص في التكوین المتخصص لهذه الوسائل بنسبة 70 % لدى عینات الدراسة و غیاب المؤهلات التقنیة للعمل بها عندهم بنسبة 33.53 % كما ابدى البعض الآخر تخوفه من استخدامها كونها غیر آمنة .لوحظ ایضا بقاء النسخة الورقیة ساریة المفعولة و مطلوبة ایضا حسب طبیعة الملف الإداري .
Absract : We have taken a research field for our study of this tagged "The Role of New Technology in Official Communication". In order to address this topic and deepen it, we have proceeded from a key question: What are the uses of modern technology in official communication between khenchela State officials?
In order to be able to take note of the aspects of this question, we followed it up with sub-questions, which benefit us at key points regarding the reliance of the individuals of the sample on these technological means in their official communication, the development of administrative organization schemes and the second question about the presence of modern technology in administrative coordination among state officials, and then we touched on the reliance on this technology as a means of administrative control and finally the obstacles facing modern technology as a means of communication between state officials.
In order to reach these objectives, we have relied on the analytical descriptive approach as appropriate for such studies, which helps to describe the phenomenon in its various aspects and analyze and interpret the results reached. For this, we selected a study sample representing 15% of the total research community of 411 employees.
We used this as the primary means of collecting the data needed for this research and then questionnaire form as the main means divided by five main axes. We have found that modern technological means are used in official communication between the employees of khenchela state 100%. This is due to the advantages of the necessary coordination and speed of performance of tasks. On the other hand, they help to develop flexible plans for administrative management as the interests of the state seek to disseminate these tools to all offices as required. The study showed that these methods are used to monitor and follow up work and also evaluate employees.
While the specialized composition of these methods was 70% shortage in the study samples and the lack of technical qualifications to work for them 53.33%, others were afraid to use them as unsafe. It was also noted that the paper version remains valid and is also required depending on the nature of the administrative file.
