Abstract
إزاء التطور المتزايد و المستمر للجماعات الإرهابية وأنشطتها في القارة الافريقية وعلاقتها الوطيدة بالمتورطين في الإتجار بالمخدرات و كذا الأسلحة وتهريب البشر والاختطافات مقابل الفدية، أحست دول القارة السمراء بضرورة انشاء آلية إقليمية تمثلت في آلية الإتحاد الإفريقي للتعاون الشرطي الأفريبول وذلك للوقاية من مختلف هذه التهديدات الأمنية وكانت الجزائر السباقة لهذا الاقتراح، لوجود اعتبارات كثيرة منها إدراك الدول الافريقية أن الرد الفعال على مختلف الجرائم العابرة للحدود في القارة يستدعي التنسيق بين الأساليب الشرطية و تبادل الخبرات بينها و توسيع نطاقها من حيث التدريب ودعم القدرات الشرطية الأفريقية، بالتعاون مع أجهزة الأمن والاستخبارات الدولية كالإنتربول و الأمريبول و المنظمات الأخرى ذات الصلة.
