Abstract
تمثل تكنولوجيا المعلومات والاتصال محورا رئيسيا في التنمية نظرا لما توفره من مناصب عمل وخدمات من شأنها تعزيز النمو والتنافسية لمختلف الأطراف الفاعلة في النسيج الاقتصادي والاجتماعي. تهدف هذه الدراسة إلى تحليل مناخ المؤسسات الناشئة في هذا المجال في الجزائر وتأثيره على مبادرة الشراكة مع الولايات المتحدة الأمريكية التي تطمح إلى النهوض بهذا النشاط لدى الشباب الجامعي. توصلت الدراسة إلى أن مناخ الأعمال الجزائري لا يمكن له تشجيع نقل الخبرات الأمريكية إلى الوطن وهذا بسبب الفشل الداخلي للسياسات والمنهج الاقتصادي والتعليمي الذي لا يساعد على التوفيق بين الخبرة والتطبيق.
Information and communication technologies are the key to development. They offer jobs and services that improve the growth and competitiveness of the various actors in the economic and social fabric. This study aims to analyze the situation of the emerging institutions in the ICT field in Algeria and its impact on the partnership with the United States. This partnership aspires to promote ICT activities among university youth. The study concludes that the Algerian business environment can not lead to the transfer of know-how. This is due to political, economic and educational dysfunctions which do not contribute to reconciling expertise and application
