dc.description.abstractملخص: تحلل هذه الورقة البحثية مجموعة من المتغيرات المترابطة والمشكلة لعلاقة الإجراءات الأمنية لقانون العمالة المتخصصة الألماني الصادر سنة2020 بالأمن الوظيفي للكفاءات وذوي الخبرة المهاجرين، حيث تطرح إشكالية تأثير رغبة العقول في الانتقال تحررا من الخوف والحاجة التي يعانونها في بلدانهم واستنزاف الدول المضيفة لطاقاتهم وخبراتهم وفق ما يتطلبه الاقتصاد الوطني وبناء المعرفة، ولتوضيح ما سبق اعتمادنا المنهج التحليلي التركيبي لفك الترابط أين توصلنا لنتيجة مفادها أن القانون السالف الذكر ضبط العديد من الإشكالات ويحفز على هجرة الكفاءات لكن واقعيا تبقى هذه الأخيرة محكومة بسياسات الاندماج (امننة قضيتهم والشعور بالكراهية تجاههم) وتهدد أمنهم الوظيفي في هذه الدولة. Abstract: This paper analyzes a set of interrelated and problematic variables for the relationship of the security procedures of the German Specialized Employment Law issued in 2020 to the job security of the qualified and experienced immigrants, where the problem of the impact of the desire of the minds to move free from fear and the need they suffer in their countries and the depletion of the host countries of their energies and experiences according to the requirements of the national economy and knowledge building, To illustrate the above, we have adopted the synthetic analytical approach to de-bonding where we have come to the conclusion that the above- mentioned law has controlled many problems and stimulates the migration of competencies, but realistically the latter remains governed by integration policies (the security of their cause and the feeling of hatred towards them) and the threat to their job security in this country.
