| dc.description.abstract | يعد القطاع الصحي من القطاعات الحيوية التي تتطلب تغطية شاملة وخدمات صحية دائمة يتعذر توفيرها من قبل الدولة وحدها نتيجة عجز الميزانيات الحكومية عن تغطية كامل النفقات الباهظة التي يتطلبها القطاع، مما جعلها تنتهج سياسية الشراكة بين القطاعين للوصول الى تحقيق ذلك، الا أن افتقار الدول الى الخبرة و القدرة على ادارة مشروع الشراكة ادى لتعرضها للتضخم نتيجة لارتفاع الرسوم التي يفرضها القطاع الخاص على الشريك، كما ساهم في زيادة التكاليف على المواطن البسيط الذي لا يستطيع تحمل تكاليف العلاج التي تفرضها الشراكة مع القطاع الخاص. The health sector is one of the vital sectors that require comprehensive coverage and permanent health services that cannot be provided by the state alone as a result of the inability of government budgets to cover the full cost of the sector, which made it a policy of partnership between the two sectors to achieve this, but the lack of experience and the ability of states to manage the partnership project led them to inflation as a result of the high fees imposed by the private sector on the partner, and contributed to increasing costs for the simple citizen who cannot afford the treatment imposed by partnership with the private sector. | |
