Abstract
يكتسب موضوع حوكمة القطاع الأمني أهمية عالمية، باعتباره ركيزة أساسية الاستقرار الدول خاصة دول ما بعد الصراع، أو الدول التي تشهد مرحلة تحول ديمقراطي، حيث تهدف هذه الأجندة إلى تعزيز
المؤسسات الديمقراطية، وضمان عمل قوات الأمن في ظل إطار يحترم حقوق الإنسان وسيادة القانون، وقد عملت العديد من المنظمات الدولية مثل الأمم المتحدة ومنظمة التعاون الاقتصادي والتنمية على تطو ير آليات إصلاح شاملة لحوكمة قطاع الأمن من أجل زيادة الشفافية والمساءلة و تعزيز الرقابة المدنية على المؤسسات الأمنية بمتتل أجهزتها.
و تهدف هذه الدراسة إلى تسليط الضوء على عمليات إصلاح وحوكمة قطاع الأمن في الدول العربية
بعد٢٠١١ وبالتصوص دراسة حالة مصر، حيث تركز الدراسة على جهود الإصالح التي بذلتها مصر
من أجل حوكمة قطاعها الأمني بعد ثورة ٢٠١١ ، و تهدف إلى رصد وتحليل واقع قطاع الأمن المصري بما في ذلك هيكل القطاع وطبيعة العالقات المدنية العسكرية، وتحلل كذلك الهيمنة المستمرة للقطاع الأمني وسيطرته على السياسة والاقتصاد والمجتمع في الدولة، إلى جانب تقييم مدى نجاح الإجراءات التي نفذتها الحكومات المتعاقبة بعد سقوط نظام مبارك.The issue of security sector governance is gaining global importance, as it is a fundamental pillar of state stability, especially in post-conflict countries or countries undergoing democratic transitions. This agenda aims to strengthen democratic institutions and ensure that security forces operate within a framework that respects human rights and the rule of law. Many international organizations, such as the United Nations and the Organization for Economic Co-operation and Development (OECD), have worked to develop comprehensive reform mechanisms for security sector governance to increase transparency and accountability and enhance civilian oversight of security institutions and agencies.
This study aims to shed light on the security sector reform and governance processes in Arab countries after 2011, specifically the case of Egypt. The study focuses on the reform efforts Egypt has undertaken to govern its security sector after the 2011 revolution. It aims to monitor and analyze the reality of the Egyptian security sector, including the structure of the sector and the nature of civil-military relations. It also analyzes the continued dominance of the security sector and its control over politics, the economy, and society in the country, while assessing the success of the measures implemented by successive governments after the fall of the Mubarak regime.
