| dc.description.abstract | يتعمق الفصلان الأول والثاني في مفهوم الهيئات الاستشارية، مستكشفين تطورها التاريخي ودورها المعاصر في النظم الإدارية والقانونية. وقد تم تحليل الأسس النظرية التي تقوم عليها هذه الهيئات، وكيفية تفاعلها مع المؤسسات الحكومية الأخرى. كما تم استعراض التجارب العملية الناجحة وغير الناجحة للهيئات الاستشارية في سياقات مختلفة. كما سلط الفصلان الضوء على الأبعاد القانونية والإدارية للتشاور، مؤكدين على أهميته في ضمان اتخاذ قرارات مدروسة وعادلة، وتعزيز المشاركة العامة في عملية صنع القرار. كما أكدا على ضرورة توفير بيئة مؤسسية داعمة لعمل هذه الهيئات، بما يضمن استقلاليتها وفعاليتها في مواجهة التحديات المعاصرة، كالتقدم التكنولوجي والعولمة، من خلال تكييف أدوارها لتلبية متطلبات العصر الحديث.The first and second chapters delve deeply into the concept of advisory bodies, exploring their historical development and their contemporary role in the administrative and legal systems. The theoretical foundations upon which these bodies are built were analyzed, along with how they interact with other governmental institutions. Additionally, successful and unsuccessful practical experiences of advisory bodies in various contexts were reviewed. The chapters also highlighted the legal and administrative dimensions of consultation, emphasizing its importance in ensuring Wella-considered and fair decision-making, as well as enhancing public participation in the decision-making process. Furthermore, the chapters underscored the necessity of providing a supportive institutional environment for the work of these bodies, ensuring their independence and effectiveness in facing contemporary challenges, such as technologicaladvancement and globalization, by adapting their roles to meet the demands of the modern era. | |
