Abstract
يدور هذا الموضوع حول العلاقة التكاملية بين الاستقرار السياسي والتنمية المستدامة، بحيث لا استقرار بدون تنمية ولا تنمية بدون استقرار، فاستقرار الدول وأنظمتها يعد أداة فعالة لتحقيق الرفاهية الكاملة للفرد والمجتمع،عن طريق تحقيق الدولة لبرامجها ومخططاتها التنموية في شتى المجالات الاقتصادية والاجتماعية والثقافية، كما أن الحوكمة الرشيدة تعتبر سببا جوهريا في تحقيق الاستقرار عن طريق تنفيذ برامجها وإشباع حاجيات المواطن عن طريق تحقيق الأمن الغذائي، ولهذا نجد كل دول العالم تسعى جاهدة لتحقيق التنمية الشاملة من أجل تحقيق الأمن الغذائي، والجزائر كغيرها من الدول عرفت بأن الاستقرار السياسي لا يتأتى إلا بتحقيق الأمن الغذائي والتنمية الشاملة والمتواصلة، خاصة بعد التدهور الأمني خلال سنوات التسعينيات وبداية الألفية الحالية والتي جعلت السلطة تتحرك في المسارين معا: الاستقرار والمصالحة من جهة والتنمية والإنعاش الاقتصادي من جهة ثانية. ونظرا لأهمية الموضوع والارتباط بين فكرة الاستقرار وفكرة التنمية اتخذناه كموضوع للبحث، طارحين الإشكالية الآتية: إلى أي مدى تحقق التنمية الاستقرار؟، وهل الاستقرار أداة لتحقيق التنمية أم العكس؟، متبعين في ذلك المنهج التحليلي والخطة التالية: المبحث الأول: الاستقرار السياسي. المبحث الثاني: التنمية الشاملة. المبحث الثالث: أثر الاستقرار السياسي على التنمية
This topic revolves around the complementary relationship between political stability and sustainable development, such that there is no stability without development and no development without stability. The stability of countries and their systems is an effective tool for achieving the complete well-being of the individual and society, through the state achieving its development programs and plans in various economic, social and cultural fields. Good governance is considered a fundamental reason for achieving stability by implementing its programs and satisfying the needs of the citizen by achieving food security. This is why we find all countries in the world striving to achieve comprehensive development in order to achieve food security, and Algeria, like other countries, has known that political stability does not come without achieving security. Food and comprehensive and continuous development, especially after the security deterioration during the 1990 and the beginning of the current millennium, which made the authority move on both tracks: stability and reconciliation on the one hand, and development and economic recovery on the other hand. Given the importance of the topic and the connection between the idea of stability and the idea of development, we took it as a topic for research, raising the following problem: To what extent does development achieve stability? And is stability a tool for achieving development or the opposite? In doing so, we followed the analytical approach and the following plan: The first topic: Political stability. The second topic: comprehensive development. The third topic: The impact of political stability on development
