| dc.description.abstract | بالرغم من أهمية النقل البري من خلال تسهيل حركة نقل المسافرين و البضائع،إلا أن هذه الحركة المرورية السريعة التي ظهرت نتيجة لتزايد وسائل النقل كانت لها تأثيرات سلبية على البيئة الحضرية لعل أهمها على وجه الإطلاق هو تزايد حوادث المرور التي أضحت تخلف وراءها العديد من الخسائر البشرية و المادية سنويا. وبالنظر للتأثيرات السلبية لحوادث المرور فقد بات لزاما إيجاد آليات يمكن من خلالها التقليل من حدوث هذه الحوادث المرورية،ولعل من بين أهم هاته الآليات هي استخدام تكنولوجيات الحاسب الآلي و الالكترونيات و الاتصالات و التحكم لمجابهة حوادث المرور و بالتالي المساهمة في تحسين مستويات السلامة المرورية وهو الأمر الذي سنحاول دراسته بشيء من التفصيل مع إبراز أهم التجارب العربية و الأجنبية الرائدة في هذا المجال. Despite the importance of road transport in facilitating the movement of passengers and goods, the increasing number of transport means has resulted in speedy traffic movement what, in its turn, has led to negative effects on the urban environment in terms of an increased number of traffic accidents resulting in the important human and physical losses annually. With regard to those negative effects of the traffic accidents on the psychological, social and economic aspects, it is necessary to find mechanisms allowing reducing them. One of those mechanisms andmay be the most important one is the use of computer, electronics, communication and control technologies to deal with traffic accidents and therefore contributing to road safety improvement. In this context goes our contribution, through this paper, to highlight these mechanisms referring to some arab and foreign experiences in this field. | |
