| dc.description.abstract | عادة ما يكون الهدف الرئيسي للمؤسسات الاقتصادية العامة هو تلبية المصلحة العامة. لكن أهداف هذه الشركات تطورت مع تطور الأنظمة المؤسسية والاقتصادية في البلاد. وفي الواقع، فإن تحول الجزائر من النظام الاشتراكي إلى نظام اقتصاد السوق قد أدى إلى خلل عميق في المجال الاقتصادي. فالمؤسسات الاقتصادية العامة، التي كان هدفها في الماضي فقط تحقيق المصلحة العامة، تهدف الآن إلى تعظيم أرباحها المالية بعد خصخصتها. ولتحقيق هذا الهدف، خطط المشرع لتزويد هذه الشركات المختلفة بالموارد البشرية والمادية، بالإضافة إلى خضوعها لنظام قانوني محدد. Public economic enterprises traditionally have the main objective of satisfying the general interest. But the objectives of these companies have evolved with the evolution of the country's institutional and economic systems. Indeed, Algeria's transition from a socialist system to that of a market economy has profoundly disrupted the economic sphere. Public economic enterprises, which in the past only had the objective of satisfying the general interest, now aim to maximize their financial profits after their privatization. To achieve this objective, the legislator has planned to provide these different companies with human and material resources, in addition to being subject to a specific legal regime. | |
