Abstract
الملخص:
تهدف هذه الدراسة إلى تسليط الضوء على واقع تطبيق التحول الرقمي في الخزينة العمومية بولاية خنشلة، نظرا لما يمثله هذا التحول من خطوة أساسية نحو تقريب الإدارة من المواطن من خلال تسهيل الوصول إلى المنصات الرقمية وتبني إجراءات إدارية عن بعد، ويسهم ذلك في تعزيز العلاقة التفاعلية بين الإدارة والمواطن وتحسين جودة الخدمات العمومية عبر توظيف تقنيات حديثة ولتحقيق هذا التحول يتطلب الأمر تعبئة كافة الإمكانيات المتاحة، نظرا لاهميتة الرقمنة في بناء نظام إداري حديث يدعم تنفيذ السياسات والخطط بفاعلية وهو ما يستدعي تنسيق الجهود وتوحيد المبادرات لمواجه التحديات وتجاوز العقبات المرتبطة بتنفيذ مشروع التحول الرقمي، وانطلاقا من رؤية شاملة لتبني هذا المشروع تم تحليل مجموعة من الفرضيات باستخدام أدوات منهجية وإحصائية دقيقة لمعالجة إشكالية الدراسة مما أفضى إلى مجموعة من النتائج من أبرزها: وجود التجول الرقمي لكن بشكل بطئ ولابد من تفعيل البنية التحتية للمساهمة في مواجهة العراقيل والارتقاء بجودة الخدمة العمومية وتحسينها بشكل فعال، وتم التأكيد على مجموعة من التوصيات أبرزها تعزيز كفاءة الموارد البشرية وتوفير بنية رقمية متكاملة لضمان جودة الخدمات وتقريب
الإدارة من المواطن.
Abstract:
This study aims to shed light on the reality of digital transformation implementation in the municipal treasury, considering this transformation a fundamental step toward bringing the administration closer to the citizen. This is achieved by facilitating access to digital platforms and adopting administrative procedures that contribute to enhancing the interactive relationship between the administration and the citizen, and improving the quality of public services by employing modern technologies. Achieving this transformation requires the availability of all possible capabilities due to the significant importance of building an administrative system supported by plans and policies and effectively coordinated efforts. This necessitates coordinating efforts, unifying initiatives, overcoming obstacles, and addressing gaps related to the implementation of the digital transformation project.
Based on a comprehensive theoretical framework for the project, a set of hypotheses were analyzed using a systematic and accurate approach to address the study's problem, which led to a set of findings. The most notable of these is that digital transformation cannot be achieved quickly and requires the activation of the environment necessary to confront challenges and improve public service quality. A set of recommendations was confirmed, the most prominent of which include enhancing resource efficiency, providing an integrated digital environment to ensure service quality, bringing the administration closer to the citizen, and improving administrative performance.
