dc.description.abstractDespite the advancements witnessed today in information technology and communications worldwide, keeping pace with these developments is not easy for most governments, especially in developing countries. This is due to the rapid evolution of these technologies on one hand, and the limited resources and capabilities on the other. However, these reasons are no longer justification for not adopting a program for public management reform and utilizing modern technologies to modernize public infrastructure. There is a prevailing belief that many developing countries lag behind due to the absence of clear strategies for building an information society, as well as the lack of coherent policies characterized by continuity and transparency in this field. Yet, reality shows otherwise. Over the past decades, numerous e-government projects have emerged in developing countries since the beginning of the millennium. This demonstrates the eagerness of official bodies and the private sector to adopt many important plans, although these efforts vary from one country to another based on their respective capabilities. Nevertheless, this does not deny the existence of some difficulties that hinder development efforts in this field. ورغم ما يشهده العالم اليوم من تطورات في مجال تكنولوجيا المعلومات والاتصالات، إلا أن مواكبة هذه التطورات ليست بالأمر السهل بالنسبة لمعظم الحكومات، وخاصة في الدول النامية. ويرجع ذلك إلى التطور السريع لهذه التكنولوجيات من جهة، ومحدودية الموارد والقدرات من جهة أخرى. إلا أن هذه الأسباب لم تعد مبرراً لعدم تبني برنامج لإصلاح الإدارة العامة والاستفادة من التقنيات الحديثة لتحديث البنية الأساسية العامة. وهناك اعتقاد سائد بأن العديد من الدول النامية متخلفة عن الركب بسبب غياب استراتيجيات واضحة لبناء مجتمع المعلومات، فضلاً عن عدم وجود سياسات متماسكة تتسم بالاستمرارية والشفافية في هذا المجال. إلا أن الواقع يشير إلى خلاف ذلك. فقد ظهرت خلال العقود الماضية العديد من مشاريع الحكومة الإلكترونية في الدول النامية منذ بداية الألفية الجديدة. وهذا يدل على حرص الجهات الرسمية والقطاع الخاص على تبني العديد من الخطط المهمة، وإن كانت هذه الجهود تتفاوت من دولة إلى أخرى وفقاً لقدراتها. ومع ذلك، فإن هذا لا ينفي وجود بعض الصعوبات التي تعوق جهود التنمية في هذا المجال.
