| dc.description.abstract | تناولت الدراسة موضوعا مهما من موضوعات القانون الإداري المستحدثة في ظل التطور الذي تشهده تكنولوجيا المعلومات والتوجه المتسارع صوب عصرنة العمل الإداري وتقديم الخدمات العمومية إلكترونيا. فقد اصبح التعامل بالقرار الإداري الإلكتروني امرا ملحا خاصة في ظل جائحة كورونا لتلبية الحاجات العامة للمواطنين والمحافظة على استمرار سير المرافق العامة بانتظام واطراد، الا انه في العالم الإلكتروني، يجب على الشخص الطبيعي أو حتى الشخص الاعتباري، أن يعرّف عن نفسه في أعين الفاعلين الآخرين من خلال الإعلان عن هويته، اذ ان أي معاملة تتم بواسطة وسائل إلكترونية تثير الشكوك بين الناس وبناءا على ذلك يشترط حتى يتمتع القرار الإداري الإلكتروني بالحجية ذاتها الممنوحة للقرار الإداري التقليدي في مجال اثباته ونفاذه ان يوقع بواسطة التوقيع الإلكتروني . الكلمات المفتاحية: القرار الإداري الإلكتروني؛؛ النشاط الإداري؛ الإدارة الإلكترونية؛ التوقيع الإلكتروني.
