Abstract
الملخص:
تناولنا في هذ العمل البحثي الصعوبات التي تواجه عمل الجماعات المحلية ، محاولين
معرفة الأسباب التي تمنع وصول فوائد التنمية المحلية لكل الأماكن المشكلة للإقليم ،
والواقع الحالي لمستوى التنمية المحلية يتطلب المزيد من العمل لتغيير هذا الواقع .
أكدنا أن الاطار النظري والعملي في تطور ويمكن الاستفادة منه ، فالمقومات التنموية
موجودة وهي حافز قوي لدفع التنمية سواء في جانبها التنظيمي، الطبيعي والبشري، والدراسة
بينت أن واقع إدماج البعد البيئي في التنمية المحلية يشهد تارة تخلفا مرتبط بأسباب بشرية
ومادية وتارة مرتبط بعدم كفاية الموارد المالية.
Summary:
The research work dealt with the difficulties facing the work of local groups,
trying to find out the reasons that prevent the benefits of local development from
reaching all the problem places of the region, the current reality of the level of
local development requires more work to change this reality.
We affirmed that the theoretical and practical framework is developing and can
be benefited from. The developmental ingredients are present and they are a
strong incentive to advance development, both in its organizational, natural and
human aspects. The study showed that the developmental reality of local
communities is witnessing underdevelopment that is linked to human and
material causes and sometimes linked to insufficient financial resources.
