| dc.description.abstract | تسعى الدولة الجزائرية إلى مكافحة هذه الجريمة من خلال وسائل متعددة، ويعد القانون 23-05 من أهم التشريعات التي وضعت لهذا الغرض. وينص هذا القانون على مجموعة من العقوبات والإجراءات الرادعة لمكافحة المخدرات، بما في ذلك التعاطي والحيازة والاتجار غير المشروع، مع تحديد دقيق للعقوبات بما يتناسب مع خطورة كل فعل. وفي إطار جهودها لمكافحة المخدرات والمؤثرات العقلية ومعالجة آثارها المدمرة على حياة الإنسان، مع الحفاظ على أمن المجتمع واستقراره وتماسكه، كان لزامًا على السلطات العمومية الجزائرية أن تضع إطارًا قانونيًا كوسيلة لمحاربة هذه الآفة. وقد تحقق ذلك من خلال إنشاء مؤسسة عمومية تابعة للوزير الأول، تسمى الديوان الوطني لمكافحة المخدرات والإدمان.The Algerian state seeks to combat this crime through various means, and Law 23-05 is one of the most important legislations enacted for this purpose. This law stipulates a set of penalties and deterrent measures to combat drugs, including use, possession and illegal trafficking, with precise definition of penalties commensurate with the seriousness of each act. As part of its efforts to combat drugs and psychotropic substances and address their destructive effects on human life, while preserving the security, stability and cohesion of society, it was necessary for the Algerian public authorities to establish a legal framework as a means of combating this scourge. This was achieved by establishing a public institution affiliated with the Prime Minister, called the National Office for Combating Drugs and Addiction. | |
