dc.description.abstractتتكون الجماعات الإقليمية في الجزئر من قسمين ) البلدية - الولاية( , يعتبر الوالي السلطة الأساسية في الولاية, و يشكل محور كل السياسيات و البرامج التي تنفذها الدولة على مستوى الولاية, تنفيذا لذلك يصدر قرارات إدارية تمس جميع المجالات و التي من شأنها المساس بالم ا ركز القانونية للأفراد, نتناول في هذه الد ا رسة حالة من بين الحالات التي يتدخل فيها القاضي الإداري لحماية حقوق و حريات الأف ا رد من قرارات الإدارية التي يصدرها الوالي, و التي تكون مشوبة بعيب مخالفة القانون. The Algerian administrative divisions are composed of two levels: the communes and the wilayas (the province), the wali is the fundamental authority in the province, He represents the hub of all the policies and the programs which executed and implemented by the State, he has the ability to set administrative decisions which might affect the legal status of individuals. In this case we will concern our study with some legal circumstances in which the administration law judge intervenes to protect individuals’ rights and liberties from flaw hiked decisions issued by the wali in term of law violation
