| dc.description.abstract | تعد الرقابة الإدارية والمالية على الصفقات العمومية من الآليات الأساسية التي يعتمد عليها التشريع الجزائري لضمان الشفافية وحسن استعمال المال العام، تشمل هذه الرقابة مراحل ما قبل التعاقد وخلال تنفيذ الصفقة، وتشرف عليها عدة هيئات مثل لجان الصفقات، رقابة مالية سابقة ورقابة مالية لاحقة متمثلة في المفتشية العامة للمالية، ومجلس المحاسبة ويهدف هذا النظام الرقابي إلى التأكد من احترام القوانين والتنظيمات، وتحقيق النجاعة في إنجاز المشاريع العمومية، مع السعي المتواصل لتطويره من خلال الرقمنة والتشريعات الحديثة.Administrative and financial oversight of public procurement is one of the fundamental mechanisms upon which Algerian legislation relies to ensure transparency and the proper use of public funds. This oversight covers the pre-contractual and post-contract phases and is overseen by several bodies, such as procurement committees, pre-financial oversight, and post-financial oversight, represented by the General Inspectorate of Finance and the Audit Court. This oversight system aims to ensure compliance with laws and regulations and achieve efficiency in the implementation of public projects, while continuously striving to develop it through digitization and modern legislation. | |
