| dc.description.abstract | يتوقف الاستثمار الأجنبي المباشر على مجموعة معقدة من القرارات بين مستويات إدارية مختلفة على مستوى المشروع المهتم بالاستثمار، وتظل الموارد الطبيعية أساس جذب الاستثمارات الأجنبية المباشرة، يبقى أن هذا الاستثمار الأجنبي المباشر ساهم بشدة في التفكك الاجتماعي في البلدان المضيفة بما فيها الجزائر، ويتوقف تدفق الاستثمار الأجنبي على طبيعة السياسات الاقتصادية المتبناة والمناخ الاستثماري وهذا ما نقصد به توفر محددات مدى تدفق الاستثمار الأجنبي المباشر، وتتمثل أساساً في محددات اقتصادية، ومحددات إدارية وقانونية وأخرى سياسية وكذلك الاجتماعية والثقافية. ورغم الجهود الضخمة المبذولة لاستقطاب الاستثمارات الأجنبية، إلا أن حجم الاستثمارات الأجنبية المتدفقة لم يتناسب مع الجهود المقدمة خاصة في الجزائر، وهذا كله راجع إلى العراقيل التي واجهتها عملية الاستثمار وتتمثل في: معوقات اقتصادية، البيئة الإدارية، المشاكل السياسية والأمنية. Foreign direct investment depends on a complex set of decisions between different administrative levels at the level of the project interested in investment, and natural resources remain the basis for attracting foreign direct investment, it remains that this foreign direct investment has contributed greatly to social disintegration in the host countries, including Algeria, and the flow of foreign investment stops on the nature of the adopted economic policies and the investment climate, and this is what we mean by the availability of determinants of the extent of the flow of foreign direct investment, which are mainly represented in economic determinants, and administrative, legal, political, as well as social and cultural determinants. despite the huge efforts made to attract foreign investments, the volume of incoming foreign investments did not match the efforts made, especially in Alegria. this is all due to the obstacles faced by the investment process, which are: economic obstacles, the administrative environment, political and security problems. | |
