| dc.description.abstract | تعالج هذه الدراسة موضوع عصرنة قطاع العدالة في الجزائر باعتباره أحد المحاور الأساسية في مسار إصلاح الدولة وتحديث مؤسساتها، حيث تسعى الحكومة الجزائرية إلى بناء منظومة عدلية أكثر كفاءة وشفافية واستجابة لمتطلبات المجتمع والدولة الحديثة. وقد تناولت هذه الدراسة مختلف الجوانب المتعلقة بعصرنة العدالة، بدءا من تحديث الأطر القانونية والتنظيمية، مرورا برقمنة الإجراءات القضائية، وصولا إلى تعزيز تكوين الموارد البشرية وتحسين الخدمات المقدمة للمتقاضين. كما سلطت الضوء على السياسات العامة المعتمدة في هذا المجال، وأبرز المبادرات المنجرة، مثل مشروع الرقمنة القضائية، وتحديث الهياكل القضائية، وربط المحاكم إلكترونيا. كما خلصت الدراسة إلى أن عصرنة قطاع العدالة في الجزائر تشكل خيارا استراتجيا لا رجعة فيه، يهدف إلى بناء عدالة ناجعة وفعالة، قادرة على مواكبة التحوالت الوطنية والدولية، وتحقيق ثقة المواطن في المنظومة القضائية.This study addresses the modernization of the justice sector in Algeria, a key component of the state's reform and institutional modernization process. The Algerian government seeks to build a more efficient, transparent, and responsive justice system that is more responsive to the demands of society and the modern state. This study addresses various aspects related to the modernization of justice, from updating legal and regulatory frameworks to digitizing judicial procedures, to enhancing human resource training and improving services provided to litigants. It also highlights the public policies adopted in this area and the most prominent initiatives implemented, such as the judicial digitization project, modernizing judicial structures, and linking courts electronically. The study concludes that modernizing the justice sector in Algeria represents an irreversible strategic choice aimed at building an effective and efficient justice system capable of keeping pace with national and international transformations and achieving citizen confidence in the judicial system. | |
