| dc.description.abstract | تلعب المجالس المنتخبة دوراً هاماً في مختلف النواحي ومجالات الحياة المختلفة ولكن ممارسة هذا الدور تعتمد بشكل كامل بشكل أساسي وبشكل رئيسي على أعضائها وعلى كيفية انتخابهم، ومن هنا تأتي دراستنا لبيان أهم العوامل المؤثرة في تشكيل المجالس المنتخبة. المجالس المنتخبة سواء الموضوعية أو الإجرائية أو حتى المؤسسية. The elected councils play an important role in various aspects and different life areas but the practice of this role fully depends mainly and primarily on its members and on how they have been elected, hence comes our study to indicate the most important factors influencing the formation of elected councils, both substantive or procedural or even institutional ones. | |
