| dc.description.abstract | الملخص : في ظل التحديات المتزايدة التي تواجه المدن المعاصرة، أصبح الابتكار الحضري ضرورة لتحقيق تنمية مستدامة وشاملة، وهنا تبرز أهمية دور الجماعات المحلية ممثلة في البلدية باعتبارها الفاعل الأقرب للمجتمع والقادر على تجسيد حلول مبتكرة تلبي حاجات السكان وتحسن جودة الحياة، هدفت دراستنا هذه إلى محاولة الكشف عن الدور الفعلي للبلدية كطرف من الجماعات المحلية في مجال الابتكار الحضري وتسليط الضوء على ما تعتمده من آليات وما تبذله من جهود من أجل تحقيق الابتكار، وفي إطار محاولة تحقيق أهداف الدراسة تم استخدام المنهج الوصفي للكشف عن جوانب الموضوع، حيث اعتمدنا في الدراسة الميدانية على الملاحظة والمقابلة بنوعيها الحرة والمقننة كأدوات لجمع البيانات ، واخترنا عينة قصدية تمثلت في أعضاء المجلس الشعبي البلدي توصلت نتائج الدراسة إلى: تساهم بلدية خنشلة في تحقيق الابتكار الحضري* تساهم جهود البلدية في تعزيز الخدمات الالكترونية للمواطنين* تعتمد البلدية على آليات متنوعة( أساليب ، إجراءات، السياسات، برامج حضرية ) لتحقيق الاستدامة للبيئة الحضرية* تواجه البلدية صعوبات ( مادية، إدارية، قانونية، مجتمعية) تعيق من دورها في تحقيق الابتكار الحضري* Abstract: In light of the increasing challenges facing contemporary cities, urban innovation has become a necessity for achieving sustainable and comprehensive development. This highlights the importance of the role of local communities, represented by the municipality, as the actor closest to the community and capable of implementing innovative solutions that meet the needs of residents and improve quality of life. This study aimed to uncover the actual role of the municipality as a local community actor in urban innovation and to shed light on the mechanisms and efforts it employs to achieve innovation. To achieve the study's objectives, a descriptive approach was used to explore the subject. In the field study, we relied on observation and interviews, both free and structured, as tools for data collection. We selected a purposive sample consisting of members of the Municipal People's Council. The study's results revealed the following: • The Khenchela Municipality contributes to achieving urban innovation. • The municipality's efforts contribute to enhancing electronic services for citizens. • The municipality relies on various mechanisms (methods, procedures, policies, urban programs) to achieve sustainability for the urban environment. • The municipality faces difficulties (financial, administrative, legal, and societal) that hinder its role in achieving urban innovation.
