| dc.description.abstract | الإدارة الإلكترونية تمثل تحولاً جذرياً من الأساليب الإدارية التقليدية إلى نهج رقمي، بالاستفادة من تكنولوجيا المعلومات والاتصالات لتحسين جودة الخدمات العامة. وتهدف إلى تسريع الإجراءات، وخفض التكاليف، وضمان الشفافية والكفاءة في الأداء. ويعتمد هذا التحول على إطار قانوني وتنظيمي مناسب يضمن الأمن الرقمي وحماية البيانات. في الجزائر، طبّقت الحكومة الحكومة الإلكترونية تدريجياً في قطاعات رئيسية مثل العدل والداخلية، من خلال رقمنة الوثائق والخدمات. ورغم هذا التقدم، لا تزال هناك تحديات عديدة، منها غياب إطار قانوني شامل، ونقص الخبرة التقنية، ومحدودية البنية التحتية الرقمية. لذلك، يتطلب نجاح الحكومة الإلكترونية في الجزائر إرادة سياسية، وتطويراً تشريعياً، واستثماراً في الموارد البشرية والتكنولوجية.E-government represents a radical shift from traditional administrative methods to a digital approach, leveraging information and communications technology to improve the quality of public services. It aims to expedite procedures, reduce costs, and ensure transparency and efficiency. This transformation relies on an appropriate legal and regulatory framework that guarantees digital security and data protection. In Algeria, the government has gradually implemented e-government in key sectors such as justice and interior, through the digitization of documents and services. Despite this progress, numerous challenges remain, including the absence of a comprehensive legal framework, a lack of technical expertise, and limited digital infrastructure. Therefore, the success of e-government in Algeria requires political will, legislative development, and investment in human and technological resources. | |
