Abstract
ونظراً لأن الفساد يعتبر تهديداً خطيراً لأمن المؤسسات الدولية والوطنية ودليلاً على ضعف مؤسسات الحكم وعجزها عن إرساء مؤسسات عامة فعّالة خاضعة للمساءلة، فقد اتجهت أغلب المؤسسات الدولية إلى العمل على تطوير آليات تمكن الدول من تعزيز النزاهة بشكل منهجي، وتوفير شروط الحكم الرشيد في إطار سيادة القانون والتزام الموظفين العموميين بالمعايير الأخلاقية. وقد تم ذلك من خلال توسيع نطاق الحقوق الممنوحة للإنسان، باعتباره عضواً في المجتمع المدني، والتركيز على آليات تفعيل مشاركته في إدارة الشؤون العامة، وذلك من خلال الاعتراف في مختلف الاتفاقيات الدولية بحقه في الحصول على المعلومات، وهو محور تدخلنا؛ حيث سنتعرف على الإطار القانوني لهذا الحق، بالإضافة إلى ضوابط ممارستهSince corruption is considered a serious threat to the security of international and national institutions and evidence of the weakness of governance institutions and their inability to establish effective and accountable public institutions, most international institutions have moved to work on developing mechanisms that enable countries to systematically enhance integrity and provide the conditions for good governance within the framework of the rule of law and the commitment of public employees to ethical standards. This has been done by expanding the scope of rights granted to the human being, as a member of civil society, and focusing on mechanisms to activate his participation in the management of public affairs, through the recognition in various international agreements of his right to access information, which is the focus of our intervention; where we will learn about the legal framework for this right, in addition to the controls for its exercise
