| dc.description.abstract | ان التطور الحاصل على صعيد التوسع العمراني من خلال الاعمال ذات الطابع الانشائي ، والتي تعكس مدى حجم المتطلبات الانسانية في مجال السكن ، امام هذا التطور على المستوى التشريعي والعمراني الميداني ادى الى وجود جملة من الثغرات كانت السبب الرئيس في المساس بممتلكات وارواح المواطنين ، الامر الذي حتم على الدولة ايجاد منظومة قانونية تعمل على ضمان وفعالية النظام العمراني بما يتلاءم ومتطلبات واحتياجات السكان على المستوى المحلي او المركزي ، وخاصة المحلي اذ تم اعطاء هامش قانوني لرئيس البلدية في هذا المجال من اجل اشراك البلدية كعنصر محلي في التنمية العقارية ومن ثمة العمل على تحسين البنية التحتية العمرانية الوطنية بما يحقق تنمية اقتصادية شاملة ، لذلك نتساءل حول مدى فعالية ونجاعة هذا الدور في حماية النظام العمراني المحلي ؟ The development taking place at the level of urbanization through works of a structural nature, Which reflects the extent of humanitarian requirements in the field of housing, In front of this development at the level of legislative and urban field led to the existence of a number of loopholes was the main reason for the damage to the property and lives of citizens, Which necessitated the state to find a legal system that works to ensure the effectiveness of the urban system in accordance with the requirements and needs of the population that at the local or central level, especially the local that was given a legal margin to the mayor in this area.
