| dc.description.abstract | إن الأهداف الحديثة للضبط الإداري توسعت فيما كانت عليه من قبل ، واتسع نطاقها ومعناها بمرور الزمن لتغزو مجالات عديدة وذلك لما تميزت به من تطور ومرونة ويبرر جليا في تطور دولة من دولة حارسة إلى دولة متدخلة وهذا ما آلت عليه التحولات الاقتصادية والاجتماعية ليفرض تدخل الدولة متمثلة في الإدارة لحفظ النظام العام بما يتناسب مع حريات الأفراد فأصبح بدوره يشمل حفظ النظام العام بما يتناسب مع حريات الأفراد فأصبح بدوره يشمل حفظ النظام العام الأدبي العام الذي يتعلق بالاخلاق وهذا التوسع انعكس على أهداف سلطة الضبط الإداري وايجاد نوع من التوافق والانسجام مابين الحفاظ على نظام الدولة ومقتضيات حماة حقوق وحريات المواطن في مجال العمران والبيئة وجمالية المدينة وكذا خدمة الجانب العلمي والاجتماعي مما له أدوارفعالة وايجابيات تساهم في التطور والنمووالنظام العام الاقتصادي.The modern objectives of administrative control have expanded from what they were before, and their scope and meaning have expanded over time to encompass many areas due to their development and flexibility, which is clearly justified in the development of a state from a guardian state to an intervening state. This is what the economic and social transformations have led to, imposing state intervention represented by the administration to maintain public order in a manner consistent with the freedoms of individuals. This expansion has been reflected in the objectives of the administrative control authority and creating a kind of agreement and harmony between maintaining the state system and the requirements of protecting the rights and freedoms of citizens in the field of urban planning, the environment, and the aesthetics of the city, as well as serving the scientific and social aspects, which have effective and positive roles that contribute to development, growth, and the general economic system. | |
