| dc.description.abstract | : تخضع الحكومة في الجزائر لرقابة برلمانية قبلية من خلال ضرورة حصولها على ثقة البرلمان قبل شروعها في عملها، ورقابة بعدية إلزامية نهاية كل سنة بتقديمها لبيان عن سياستها العامة، الذي يعد وسيلة إبلاغ مهمة من الحكومة لأعضاء البرلمان، وإحاطتهم بما تم تطبيقه أثناء السنة الماضية من المخطط ،كما تعد مناقشة بيان السياسة العامة من طرف النواب الفرصة الوحيدة التي منحها الدستور لهم لإثارة مسؤولية الحكومة وإسقاطها من خلال الوسائل الدستورية المتاحة، سواء بعدم التصويت على الثقة إن طلبها الوزير الأول أو محاولة المبادرة بملتمس رقابة والتصويت عليه بالنصاب المطلوب،لنصل إلى نتيجة هامة وهي أن المسؤولية السياسية للحكومة أثناء عرض بيان السياسة العامة غير فعالة لأنها مقيدة بمجموعة من الضوابط الإجرائية المعقدة ، الأمر الذي انعكس سلبا على توظيف هذه الوسيلة الرقابية من طرف النواب حيث لم تسجل الممارسة البرلمانية أي محاولة لإثارة مسؤولية الحكومة في الجزائر إلى غاية نهاية الفترة التشريعية السابعة. الكلمات المفتاحية:الرقابة البرلمانية ؛بيان السياسة العامة ؛ملتمس الرقابة ؛التصويت بالثقة. The Algerian government is subject to prior parliamentary control, so it must gain the confidence of Parliament before starting its work. Also, a mandatory follow-up at the end of each year regulates the work of the parliament via the presentation of a report on its general policy; to inform parliamentarians about the government's feat during the year. The debate on the statement of the general policy is considered, for deputies, as the only occasion offered by the Constitution to make the government accountable by the available constitutional means, that it is not to vote of the confidence of the demand the Prime Minister or to try to initiate a request for censorship and to vote by quorum. We came to the important conclusion that the political responsibility of the government when presenting the policy statement is ineffective because it is limited by a series of complex procedural controls, which negatively affected the use of this control. by the deputies, where the parliamentary practice has recorded no attempt at government accountability in Algeria.
